A toolbox window appears on-top of its owner. In a MDI app, all windows are 
implicitly owned by the frame, but in an non-MDI app you must explicitly 
define it:

OPEN(ToolboxWin,OwnerWin)

Note that when 'OwnerWin' is closed, the toolbox window will be closed too.
