Try this... add this extension template to your application frame
then select your icon. It will work.
#TEMPLATE(DefaultIcon,'This sets the default icon for the entire app'),FAMILY('ABC'),FAMILY('CW20')
#!-------------------------------------------------------------------------
#EXTENSION(DefaultIcon,'Select default icon for the entire app'),DESCRIPTION('Select default icon for the
entire app'),FIRST
#PROMPT('Select Icon File',OPENDIALOG('Select Icon for App','Icons|*.ICO')),%IconFile,REQ
#AT(%CustomGlobalDeclarations)
#PROJECT(%IconFile)
#ENDAT
#AT(%AfterWindowOpening)
SYSTEM{PROP:Icon} = '~%IconFile'
IF CLIP(0{PROP:Icon}) = ''
0{PROP:Icon} = '~%IconFile'
END
#ENDAT
