I hit this in NS. I solved it by surrounding the entire window with a
table with the correct background. Another thing: It's possible that
the browsers interpret the color tags differently (wouldn't surprise
me at all!) so I'd rather use bgcolor="#0000FF" - maybe I'm just old
fashioned, but I'm more comfortable with the hex values
